Census 2020: What State and Local governments need to Know

Operational planning

The links underneath lead to more information on the operational plan. The first link is to the high level plan, the second link to a series of more detailed plans. Much of the information on this web site is developed using this information. The Quarterly Program Management Reviews (PMR) contain presentations highlighting some of the aspects and developments.

  • Operational Plan. The U.S. Census Bureau’s 2020 Census Operational Plan documents the current design for conducting the 2020 Census. As the initial version of an emerging concept of operations, it reflects and supports evidence-based decision making by describing design concepts and their rationale, identifying decisions still to be made, and describing significant issues and risks related to the implementation of the Operational Plan.
  • 2020 Census Memorandum Series. The 2020 Census Memorandum Series documents significant decisions, actions, and accomplishments of the 2020 Census Program for the purpose of informing stakeholders, coordinating interdivisional efforts, and documenting important historical changes.
  • Quarterly Program Management Reviews. These quarterly Program Management Reviews (PMR) began in late 2012 and will continue through 2020.
The key management strategies include budget, schedule, work breakdown structure, acquisition, performance (outcome), risk, human capital, governance and transition, and communications. The PMR are streamed live and can be watched here.
